Liberty and Justice for All: Milestones

The Milestones available for this Event variant are different than in the Civil War Event Book. Most of the Milestones on pages CW15 – CW17 are not available if the MRA passes.  With the exception of the following, the Watcher should disallow those Milestones:

• Convert The Enemy
• Redeem Heroes In The Public Eye

The passage of the MRA allows for the availability of some new Milestones for Acts Two and Three.  Some of them are twists on Milestones from the Civil War Event Book.  Others are entirely new.
